Mercy's buses idle away many times an hour in a No Parking Fire Lane". I have timed them for as long as six minutes. They are sometimes unattended when the driver takes a break.
Why can't they just pull ahead out of the red zone and away from our house?

This sign is misleading. Someone would have to read it carefully and go to 4oth and J and then figure it out from there. Just a suggestion: One arrow pointing east that says "Main Entrance and Drop Off 500 ft" (what ever the distance is), Another arrow that points north and says "Emergency" and a smaller lettering that says "Parking". This whole sign will be in place for years, make it look authoritative not an after thought.

Why this is a concern to us. Over the years we have many people think our driveway goes to Mercy. Many have parked on our property while they run in on an errand at the hospital.
Clear signage is important. It is not difficult to level this sign and posts in the ground. The wording can easily be misread.

A temporary entrance sign at Mercy General. Besides having a slip-shod look, it is attached to a metal post. There is a big directional problem with this sign. Tune in about this tomorrow.
.............
All the 8 hospitals I took a close look at had entrances that showed some pride. Granted things are temporary at Mercy General. How long is "temporary" an excuse? This project started in 2008 and will probably go into 2012 and beyond.
I made two trips to city hall before this project was approved. A planning person told me "We look at the final project and not the temporary construction." In a very long project, someone should concern themselves about all the years of construction. Upon request, Mercy did screen off the "pond" on H St.
Often realtors with their very temporary signs show class with attractive signage..

Here comes the chow for the hospital, down the pedestrian sidewalk.
Then it is collected here and another hand cart picks it up and moves it through the whole cafeteria to its back area location, a door way to the interior.

Wait a minute, there is a much easier way to move this freight to the kitchen. Use the EIR as a clue.

The beiged out area above shows the Mercy land available north of the cross street. Some is vacant, some for Mercy parking, some for contractor yard and parking. The space there is not being well used. By using it in shifts, spacing it out, and using the un-used portion along H St. Mercy could adhere to their EIR plan for service trucks. They could even adhere to city commercial parking requirements.

This is the Sacramento Bee article on hospital risks by Foon Ree Dated March 27th.
This is a street level grill that probably leads to Mercy's underground utilities. According to the Google map, the elevation of the grill is 27 ft. above sea level- well below flood elevation.
To see the whole article CLICK HERE.
Mr. Ree's point is that local hospitals should be worrying about flooding, which is a greater threat here than earthquakes. This year if there was a heat wave, the snow pack could come quickly down to swell the river system.
What is Mercy's flood plan?

The area to the right of the two white utility trucks is the grill work in question.

The most welcomed Mercy gardner flowered the little desert next to us. Thank you.
Also taken on Thursday. This huge US Foods Service truck doesn't fit it the space marked orange. City width for truck parking is 10 feet. The inside width on this space is about 7' 8". The driver is a friendly person and really tries.
It is a small thing in the scheme of things, but hopefully it will lead to bigger things to screen off their eyesore operations. The construction still has years to go, why not make the front look proud? Pictures were taken Thursday.

Here is my smoking plan. It is not perfect, but it is original and gives a fresh look. Thinking outside the box.
The new smoking area could be in the garage of 842 41st St., Mercy Guild building.
..........................
Here is the garage. It could open directly on to the Mercy pathway. It would need venting fans to filter and exhaust the smoke. It could be fixed up nicely. The reps could help pay for it and pitch their patches, medical aids, etc. It would keep the smokers off J and H Sts. I imagine it would get opposition from the neighbors on either side, but would be unseen. The Guild needs would have to be considered.

Monday morning. This truck started early. At first he was parked behind another truck with his tail blocking 1/2 of Mercy's driveway. The first truck moved on and now the produce truck is just using the red zone for loading and his hand cart.
This type of truck makes a lot of noise with his tail gate flap hitting the street. It is easily heard in side our home.
I measured this noise with a sound meter device. The bang is 14 decibels louder than the street when the street is quiet. (Worst condition) What are the allowable noises permitted? Mercy should take responsibility for their noise.

I visited these hospitals to see how they are handling smoking problems that we have with Mercy.
UCD has had some complaints from the houses across V St. about smoking on the UCD's side.
Sutter Memorial has a sign from 2007 (?) -this hospital is smoke free. There are "No Smoking" signs posted everywhere. They have a central covered area for smokers, which works very well.
None of the below facilities has patients (with IV carts, hospital gowns), visitors, and workers smoking along busy streets like Mercy. None has smokers next to residential property like Mercy. Kaiser has a "secret" spot where employees go. (Told to me by a guard.)
The eight hospital listed below seem to be proactive about the smoking situation. Does Mercy have a solution? I do.

Here are some pictures from April 1st and 3rd on J St. Instead of displaying these people in public, why not help them and let them smoke if they must in private?
...................
Same man pushing his IV cart along J St. and very close to our home. There is a double problem with this. According to information received at the last public meeting, patients are subject to immediate discharge if they leave the hospital grounds- a Catch 22.

Joanie and I have a personal interest in this situation as we do not want Mercy's second hand smoke in our home. These people are their patients, employees, and visitors. Mercy made a rule change which caused the problem. They should realize they are the 800lb gorilla.

..........
This week I will have my own brief smoking survey of the other hospitals in the area.
I will also have a solution that should satisfy most people.
