20110428

for Friday April 29th

Mercy's buses idle away many times an hour in a No Parking Fire Lane". I have timed them for as long as six minutes. They are sometimes unattended when the driver takes a break.
...................
The code is very clear on this. No Stopping, Standing, or Parking in fire lanes.
Why can't they just pull ahead out of the red zone and away from our house?

20110427

for Thursday April 28th

Patient smoking.

A smoker by my house.
A smoker by our home. There is always Mercy guest services and security people nearby.
Why don't they do something about their problem? Why do they just turn their heads. Their spy camera sees all. They leave it to the neighborhood to ask the smokers to move on..

for Wednesday April 27th

This sign is misleading. Someone would have to read it carefully and go to 4oth and J and then figure it out from there. Just a suggestion: One arrow pointing east that says "Main Entrance and Drop Off 500 ft" (what ever the distance is), Another arrow that points north and says "Emergency" and a smaller lettering that says "Parking". This whole sign will be in place for years, make it look authoritative not an after thought.
..................
Hardly a day goes by without someone blocking our driveway. Mercy's guards and Guest Services people are right there. Why it up to Joan and myself to deal with their traffic? When (not if) there is a wreck Mercy's lawyers will have a busy time of it denying any responsibility.

20110426

for Tuesday April 26th

Picture from last Friday.

Picture from this morning (Monday). The Coca-Cola is putting his safety on the line for Mercy and his company. Is the risk of getting the driver hurt, and possibility for a lawsuit worth it?
......................

More on Mercy signage. This sign is confusing. It is 50' or so the main entrance. Maybe 500' away and past three driveways to the emergency entrance. I couldn't count how many times in the last 20 years we have given directions. This is the sign on the right on my map. The sign on 41st St.

20110424

for Monday April 25th

Why this is a concern to us. Over the years we have many people think our driveway goes to Mercy. Many have parked on our property while they run in on an errand at the hospital.
Clear signage is important. It is not difficult to level this sign and posts in the ground. The wording can easily be misread.
..................
The backside. The crutch is in the way and looks tacky. This can be difficult to understand what Mercy is trying to say.
..
My plot of the area. More on this later. Click to enlarge. The red "SIGN" is the sign in queation

20110421

for Friday April 22nd

Sidewalk congestion: pedestrians, smokers, trucks, and freight.
........
Freight dolly and freight on the city sidewalk.

20110420

for Thursday April 21st

A temporary entrance sign at Mercy General. Besides having a slip-shod look, it is attached to a metal post. There is a big directional problem with this sign. Tune in about this tomorrow.

Entrance at Mercy San Juan.

Entrance at Sutter Memorial.
.............
All the 8 hospitals I took a close look at had entrances that showed some pride. Granted things are temporary at Mercy General. How long is "temporary" an excuse? This project started in 2008 and will probably go into 2012 and beyond.
I made two trips to city hall before this project was approved. A planning person told me "We look at the final project and not the temporary construction." In a very long project, someone should concern themselves about all the years of construction. Upon request, Mercy did screen off the "pond" on H St.
Often realtors with their very temporary signs show class with attractive signage..

20110419

for Wednesday April 20th

Here comes the chow for the hospital, down the pedestrian sidewalk.
Then it is collected here and another hand cart picks it up and moves it through the whole cafeteria to its back area location, a door way to the interior.
Wait a minute, there is a much easier way to move this freight to the kitchen. Use the EIR as a clue.

20110418

for Tuesday April 19th

Monday morning wake up call. The empty cart and the tail gate lift.
....................

Mercy's second hand smoke on the south side of our home.
...........
Mercy's second hand smoke on the west side of our home. On the right, is the idling bus which is smoking away too. (Propane can not be seen or smelt which makes it more of a problem).
And two Mercy hospital patients taking their smoke break. I well remember in 1964 when I quite smoking. It was very very hard to do.

20110417

for Sunday April 17th

Mercy could do better than use the public sidewalks for loading and moving their stuff.
............
The driver climbed the curb and is not parked correctly on the parkway. By doing this, he fits into the loading zone.

for the record.

20110414

for Friday April 15th

The beiged out area above shows the Mercy land available north of the cross street. Some is vacant, some for Mercy parking, some for contractor yard and parking. The space there is not being well used. By using it in shifts, spacing it out, and using the un-used portion along H St. Mercy could adhere to their EIR plan for service trucks. They could even adhere to city commercial parking requirements.
................

I have been told I need more information about parking violators for the powers to take action. This picture shows the violation, the day and time, and the truck license number.

20110413

for Thursday April 14th

Here is the Alhambra (Corrected) Water Bottle Truck making a delivery to Mercy. He is double parked on 41st Street. Between the Alhambra truck and the truck above on the left, the street is pretty well bottled up.

Mercy General is exporting another of her problems to the neighborhood. Here is a patient smoker with friends.

20110412

for Wednesday April 13th

Another company owns and operates these buses. Is it legal for them to park in the Fire Lane, even if ordered to by Mercy Hospital?
....................
Is it legal for a delivery truck to hop the curb to fit inside the white lines?

Is it legal for trucks to use the city sidewalks for a loading and shipping area? What is the hospital liability to the walking public? Same also for the strip between the street and sidewalk.

20110411

for Tuesday April 12th

This is the Sacramento Bee article on hospital risks by Foon Ree Dated March 27th.
To see the whole article CLICK HERE.
Mr. Ree's point is that local hospitals should be worrying about flooding, which is a greater threat here than earthquakes. This year if there was a heat wave, the snow pack could come quickly down to swell the river system.
What is Mercy's flood plan?
..............................

This is a street level grill that probably leads to Mercy's underground utilities. According to the Google map, the elevation of the grill is 27 ft. above sea level- well below flood elevation.

The area to the right of the two white utility trucks is the grill work in question.
.......................

20110410

for Monday April 11th

Even Mercy's buses park outside the white limit marks.
..................

These are cigarette butts this Sunday along J St. The maintenance crew takes the weekend off so the grounds are not swept until Monday.

20110407

for Friday April 8th

The most welcomed Mercy gardner flowered the little desert next to us. Thank you.

It is a small thing in the scheme of things, but hopefully it will lead to bigger things to screen off their eyesore operations. The construction still has years to go, why not make the front look proud? Pictures were taken Thursday.

Also taken on Thursday. This huge US Foods Service truck doesn't fit it the space marked orange. City width for truck parking is 10 feet. The inside width on this space is about 7' 8". The driver is a friendly person and really tries.
..........

The trucker's problem shows clearly here. Most drivers passing here have to cross over into the center lane to safely get by.

20110406

for Thursday April 7th

Picture of smokers by our home taken yesterday- wednesday.

20110405

for Wednesday April 6th

Here is my smoking plan. It is not perfect, but it is original and gives a fresh look. Thinking outside the box.
The new smoking area could be in the garage of 842 41st St., Mercy Guild building.
...........
Here is a google look. It is pretty well located and has fairly easy access. See circle.
...........
It has easy access from the hospital grounds. Follow the signs.
..........................
Here is the garage. It could open directly on to the Mercy pathway. It would need venting fans to filter and exhaust the smoke. It could be fixed up nicely. The reps could help pay for it and pitch their patches, medical aids, etc. It would keep the smokers off J and H Sts. I imagine it would get opposition from the neighbors on either side, but would be unseen. The Guild needs would have to be considered.

20110404

for Tuesday April 5th

Monday morning. This truck started early. At first he was parked behind another truck with his tail blocking 1/2 of Mercy's driveway. The first truck moved on and now the produce truck is just using the red zone for loading and his hand cart.
This type of truck makes a lot of noise with his tail gate flap hitting the street. It is easily heard in side our home.
I measured this noise with a sound meter device. The bang is 14 decibels louder than the street when the street is quiet. (Worst condition) What are the allowable noises permitted? Mercy should take responsibility for their noise.
......................................................
.....................................................
....................................................
I visited these hospitals to see how they are handling smoking problems that we have with Mercy.
UCD has had some complaints from the houses across V St. about smoking on the UCD's side.

Sutter Memorial has a sign from 2007 (?) -this hospital is smoke free. There are "No Smoking" signs posted everywhere. They have a central covered area for smokers, which works very well.
None of the below facilities has patients (with IV carts, hospital gowns), visitors, and workers smoking along busy streets like Mercy. None has smokers next to residential property like Mercy. Kaiser has a "secret" spot where employees go. (Told to me by a guard.)
The eight hospital listed below seem to be proactive about the smoking situation. Does Mercy have a solution? I do.

Kaiser on Morse
Methodist in the South Area
UCD
Shriner's
Mercy San Juan
Mercy Folsom
Sutter General

20110403

for Monday April 4th

Here are some pictures from April 1st and 3rd on J St. Instead of displaying these people in public, why not help them and let them smoke if they must in private?
..................

Older man smoking on J St with his IV cart, partially in hospital gown.
...................
Same man pushing his IV cart along J St. and very close to our home. There is a double problem with this. According to information received at the last public meeting, patients are subject to immediate discharge if they leave the hospital grounds- a Catch 22.
..................
Joanie and I have a personal interest in this situation as we do not want Mercy's second hand smoke in our home. These people are their patients, employees, and visitors. Mercy made a rule change which caused the problem. They should realize they are the 800lb gorilla.
.....................

Four smokers from last Friday.
..........
This week I will have my own brief smoking survey of the other hospitals in the area.
I will also have a solution that should satisfy most people.
